Even without creating a new server, transfers at this point would be really awesome

While I would love to meet the Green server people in a hypothetical merger scenario--the more the merrier!!--it seems most likely that the P99 crew will continue to keep Blue and Green servers as they are, without sparing the seemingly enormous efforts required to merge servers. Its fine. Theyre busy. They have lives and this is not their bread and butter. I think that they should maybe make a statement about this so that the conjecture can stop, but that's up to them.

Transfers would be a good alternative, but at the risk of seeing blue die

No real point to having transfers. You'd just end up with the majority of the population transferring and so you'd nearly have a merge as is. Might as well just merge at that point

Rogean and Nilbog talked about server mergers and character transfers on Sirken's old podcast. And that was like 10 years ago, so I think they have the means to do it. Then again they were also talking very seriously about a new red server (sorry) for most of the show, so make of that what you will.

Yep and good luck getting in a group without minmax race/class/gear.
