I've had the thought that california is a victim of it's own success. It's always enjoyed economic booms, in the early 1800s it had an agriculture boom, later 1800s the gold rush, then in the early-mid 1900s, cali had the media boom, after that the icing on the cake with the utterly insane silicon valley boom

california's government never had to control their spending because there was always money pouring in, they never had to be good at their jobs because they could buy their way out of any problems, and now they are facing a monster of their own creation, an insatiable maw of bureaucratic spending that evolved out of their hubris and lack of foresight.

Im certain that there are interests pouring money into screwing up rail travel in the USA. Ford motor company lobbied the crap out of many cities/states to prevent passenger rail in past decades

nowadays im sure that lobby also includes the airlines

Capable of is a funny clue here. If you stop all the time, you don't reach top speed like ever. And that looks like a lot of stops.
