Time’s up! I got both. Bought a yak from a guildmate and got a Swirlspine Belt on a raid.

Still, please weigh in, folks. Perhaps someone else will benefit from the answer.

I just realized: I should probably have prioritized the haste belt. 8/24 yak and 8/23 Polished Steel Dirk was fine.
