Maybe it was both zek and live that allowed you to keep skills from 5 levels back? I remembered it as a zek thing (possibly anti griefing?), but memory is fallible.

on Tallon Zek you could de-lvl from 60 and your backstab and double back stab stayed engaged, as did all defensive and offensive skills. delvl'd 60 rogue w/ planar armor was hilarious to watch.

Level 60 enc couldn't manage to keep orc camp cleared.
