You can't really count about 70-80 people who just log on solely for Empire raids for 3-4 hours then log off and don't log on again til the next raid. They don't pvp or help the economy or do anything really. So even now when pop says 223, it's probably closer to 150.

If there was no pvp pop would be 1200 people (200 playing and 1000 in ec and afk)
