yes it's bot fly? larva, flies lay their eggs on mosquitos and when a mosquito bites you the eggs fall off onto your skin, hatch, turn into larvae and live underneath the skin eating your flesh.
they have spines which prevent them from being pulled out and trying usually only makes them dig deeper, best bet. cover the "bite" with Vaseline, they can't breathe and will exit so they don't suffocate, when they poke up you can slowly pull them out.
