I remember always waiting in line or in a big mob of people holding my 5p ready for a temp or Kei. I can't remember if Kei sold for more or not though, but it wasn't like here where people just don't like to charge for things straight up like that as a business. I get declined all the time when I try to tip 5-10p for a buff or two.
