It costs a shitload of money to train a new police officer, and they've found that, for whatever reason, officers with certain characteristics have lower rates of retention. (Retention across the board for new police officers are already pretty terrible). This isn't just IQ; it's psychological examinations, character traits, etc. It is very uncommon in the United States for IQ to be one of these factors. It may manifest itself informally in the oral board process, but not usually as an arbitrary policy. It's just a measure to try and weed out people who they think will be risky investments.
Also, almost all police departments now require a college degree, in many cases even for military veterans.

More than likely the laws they are forced to enforce are so bad thaty they loose their minds. My godfather has been a cop for a few decades now and they had him doing facebook crimes. I'm sure he wants to quit. But he's close to retiring.
Needless to say its not a particularly hard job that cant be filled by most people. With the right training it's something anyone can do.
But our country is on the brink of fucking self destruction. Because of greedy greedy assholes. And cops are feeling the brunt of it. They are loosing their minds because their being forced to be bullies for the power elite.
Look at the guy who got pulled over for having an illegal clip in his car but was let go because he was one of the officials on Fast and Furious ( the gun running shit ). Cops are getting fed up just as much as everyone else.
I also personally know one of the guys who arrested Charles Manson. A U.S. Marshal. And he is also pissed at the way cops and government is being used now. This is basically across the board.
