They could clone the server once Velious is fully implemented and do custom content on the cloned server. So at least the people who want up to velious can stay here, and others can have luclin and maybe pop with a difference.

I love the classic era, but there were parts of luclin and pop I liked.

Maybe for Luclin keep the transporters and nexus in. Just take away the bazaar and stupid cats.

For planes, remove PoK and have wizard druid ports to certain planes. Or maybe planes can be reached by going via other current zones on Norrath.

There has to be some kind of progression in PVE to keep people around. Adding at least some form of pvp to the blue server would make things interesting as well.

Eventually people will get bored of Velious. It will take quite a long time with how much there is to do, but it will eventually happen.
