From my understanding, Ton Po is not a legacy item in that it has a set period to drop but rather a type of "Artifact" item that should drop once then never again; it has yet to do so here.

Thats incorrect as one never dropped on RZ... And if it was a "Artifact" type item one would have existed. Thing is it dropped on a few servers on Live, then they realised how OP it was for the time and simply removed it from ALL servers. So there were several servers that never seen one including RZ.

If we want Artifacts in I'd like to see BB Hammer, Prime Bulwarks also..

Perhaps if enough players express interest, this may become a reality.

Of course there weren't any on RZ, we were almost an entire expansion behind on content because pvp. Raid bosses stayed up for days if not weeks.

VP and the hole are open, I believe it was removed from blue by that point.

Theres tons of claims that Ton Po's did drop on several servers, but I haven't seen any hard evidence either way. Which is why this thread is stupid.

If it was supposed to drop on red, it wasn't in the database because we've done trak 50 something times. 50 times, 2 items per trak would be less than 1% drop rate.
