It doesn't clear it - it just coincides with the clear. When the lag breaks, the / all goes through. So 100% successful trials in an empirical test of this would seem to prove your theory but uh. that's what's actually happening.

Best way to test if your lagging.. Your con key (have something targetted). Con is a simple response from the zone server. who all has to go to the zone, from the zone to world, back to zone, then back to your char. Not to mention its also more resource intensive than a con.
