Chances are he didn't cast it. The rarity with which a mob tends to proc may or may not be off but is based on what is available from history. I imagine the revamped version will be a bit more accurate due to more available history (it was around a LOT longer).

Well I remember being hit often on live, and here all i ever saw him do is DT and fear, which he didn't ever do on live. Here is a pic I found with him multiple people being dispelled.
