Yeah that's classic for ya. Back in the day people weren't focused on min/maxing EXP so there were full groups all the time. Eventually people started getting more picky and the focus became more how to level as fast as possible rather than enjoying the ride, so eventually there were group EXP bonuses added. But that was post classic. Unfortunately on P99 those don't exist, at least not on the Blue/Green servers (however, I would say that at least in the popular dungeons I don't often run into people who just refuse to fill up a group unless the class that's asking is just useless). |
