Dex is for procs, which is what you should be doing as a bard.

Is a bard a tank, and does it do high melee DPS? If the answer is no, then STR, STA, AGI aren't very useful.

Is a bard a utility class? If so, then the single best stat you can maximize is DEX for those very useful utility procs.
