The designers logic behind fizzles was that since melee can miss with weapons, casters should "miss" with fizzles. Nevermind how casters can already be resisted, and that autoattack makes melee misses meaningless, they had to throw in a bullshit caster mechanic which is the gameplay equivalent of a mosquito bite in a misguided attempt at fairness.
