And I think plenty would level up a dwarf, IF the event rewards are high enough. And let's be honest: even with no rewards, some people would still participate just for fun, so the rewards would only be needed to help ensure critical mass.

I'll donate a Fungi to this event, that might get a few level 5 dwarves to show up.
