This is certainly not true. Any stun with another component (mana tap for Color Slant in this case, DD for Chaotic Feedback) will land on mobs that are only immune to stun/mez. The stun component will be ignored, but the rest of the spell (DD or whatever) will be effective.

I stand corrected! I guess their immunity to stun doesn't count as a "resist"...they just aren't stunned by the stun part.

As I recall, the 0second stun changes the spell in such a way that it is not considered partially resistable. Partial resists may therefore become full resists, which is why it does get resisted more often than your typical spell. You'll get full dmg or nothing.

At least I'm pretty sure that's how I remember the mechanic.
