They actually did waves of name changing - the elf tears created a lake bigger than rathe and many were changed back and gms had to publically ask people to stop /petitioning name violations cause of the sheer volume.

74 years, that name will always have a stigma, I mean after 6 million Jewish people died and 3% of the world population died, its hard for a name to beat that dark cloud.
