Thats pretty long, the game may be timing out waiting on packets to come back from the server.... the game wouldn't be playable anyways. Get a new ISP!

Satellite is notorious for good speed, but HIGH latency due to packets traveling a long way over the air. Not the best type of ISP for online gaming. 700+ pings on average is going to negatively affect online gameplay big time. I would talk to the provider about any tips they can give you to reduce latency on the connection, they may know some edits to the registry to mess with packet sizes and such that may help, but not sure if you can get it down to a respectable level or not.
