I kept reading class C as "Casual" and R as "Raiding".. which is the opposite of the intended classification.

What mobs are Pickup raids allowed to engage?

I would hope obvious attempts of Class C sponsor trying to use a pickup raid loophole to maliciously deny targets to Class R would be dealt with swiftly and harshly by the GMs.

I wouldnt raid until Rogean puts something out officially; hes already started changing the rules!

We are going to build 'pick up' raid slots into the rotational list that hasn't been fully worked out yet since things changed quickly

But these would be Class R mobs that would be avail for Pick Up raiding, Naggy and Vox will see many more pick up raid opportunities in the future

FFA. Any guild alliances (read: pickup) that kill Class C or R targets will have all guilds who participated flagged for the applicable Class, and associated repercussions.

BDA+Taken+Div+AG+TMO+FE pickup kills Class C Nagafen: BDA, Taken, Divinity, Azure Guard join TMO and FE as Class C guilds until CSR lets them drop to Class R.
BDA+Taken+Div+AG+TMO+FE pickup kills Class R Vox: Class C guilds receive <harsh punishment>, ALL class R guilds involved cannot kill Vox for the next 2 Class R spawns.

Or just wait 6 hours and then pickup raid or kill it with your own guild.

Don't think there will be any real pickup raids under this ruleset.
