Kunark zones are going to be a lot harder as a Paladin because mobs have a lot more HP than Classic.

I would do Sol B. Lower Guk.

I solo'd from 25-52 as pally all on Kunark.

25-32 ww giant fort
32-42 fv pirates then doggies
42-52 bloodgills

you could start at 16/17 in OT if you really wanted too.
