ALSO, this thread is now about genetics and disease

I'd bet research and development of gene therapy would be far more cost effective in both the short and long run than implementing a worldwide initiative of testing however many billions of people (who can have or will be able to have offspring) for genetic diseases and then sterilizing them, because no law will stop people from having sex.
