I have done this quest and it seemed to me to be surprisingly easy compared to my memories of live.
It appears to me that the froglok raiders are on their own spawn table independent of other mobs as I could always find them up and even pull all 4 raiders at once. I went back and looked and from most posts in Allakhazam it says that they are on other mobs spawn cycle as most people recommend killing everything in sight around the bandit camp.
this post by Sukruc at http://everquest.allakhazam.com/db/npc.html?id=4053 shows that he tracked the raiders and saw 0 up until he started clearing the area whereas I am able to always find a couple up and was able to get all pages by killing just raiders and not clearing trash.
Maybe I have this wrong? I simply remember the Test of Pain being aptly named as it took me ages back on live when I was too low to simply kill everything.
