There is evidence that it should be equipable in the offhand, as it was changed to main hand only (but still clickable from inventory by wizards) on August 15, 2001.

Additional recollection or support would be appreciated if any wizards from classic era could weigh in.

Staff of Temperate Flux Confirmation:
For some odd reason, I was not able to log in yesterday to confirm if the change to the Staff of Temperate Flux was one that would have nerfed it to only work if wielded. Luckily, Glinlor noticed I didn't follow up with news so he informed me that it does still work from a main inventory slot. The only change is that if we wish to use it as a weapon, it must be held in the Primary Melee slot.

Also, anyone have information regarding the effect stripping DS? This Angelfire website detailing the quest/item indicates this was an effect at one point then changed.

Incidentally, this staff used to have an unintended side effect where it would remove fire damage shields when clicked on. Verant removed that, however, and it does not act this way any more.

I could only ever use this from classic (when it came out) to Luclin (early Luclin) in my primary hand or from the inventory.

They must have introduced another bug that they corrected at some point regarding those notes.

The spell effect should also be "LowerElement" currently it is named "Lower Element I"

A quick search shows that as of 2002, the effect still didn't have the "I" or the space in the spell name. Looks like this was changed in 2005 when the staff of elemental flux was added.

Grimstaff's (old school Graffe poster), set this site up and the wayback machine shows this image from 2/4/2002.

On 9/10/2005 a commenter noted that "LowerElement" was changed to "Lower Element I"

On 5/23/2001, a comment called the spell "LOWER ELEMENTS" Though the space inbetween the words and the "S" at the end is clearly an error, it seems instructive that he did not include an "I" in his erroneous spell title. This indicates that the distinction between "Lower Element I", "Lower Element II", and "LowerElement" did not yet exist.
