Incarnadine BP should be usable from inventory

Incarnadine Breastplate should be usable from inventory, as currently implemented it must be worn to activate the effect.

Wearing it was made a requirement in the March 27, 2001 patch, post-Velious.

added info to address that Incarnadine BP should be usable from inventory by any race/class until mid-velious.

In terms of level restrictions more research may be needed.
