For the 5th Rank Necro Skullcap quest, you have to get on a docked boat in Overthere and talk to A Skeleton Worker. He's on the top deck and you cannot get on the boat.

On Live EQ you could warp through the boat walls and end up on the boat, but on this server that isn't possible.

How am I supposed to do the turn-in when I cannot reach the mob?:(

Levitate.

Necros don't get levitate until level 44.

You're basically asking iksar necros to sit around for hours hoping someone runs by that can cast levitate...in an area that's KOS to them.

Buy potion from an alchemist? Befriend a druid or a magician or a wizard? It's not actually required that necro's spend 100% of their time alone in a corner worshipping their individual greatness. It's allowed of course, but it is optional.

So no, he's not asking that at all, just offering it as yet another option.

I tried snaring him and feigning death, and sicking a pet on him to get him off the boat, both times he walks back to his spawn point without acknowledging my hails.

There's no one around on Red to cast Levitate. It's really lame there's no way for a level 20ish necro to get onto the boat.

I don't play on Red, but I have to imagine there's a magician SOMEWHERE that could give you a ring. If it's really as melodramatic and drawn out as you make it sound, make sure to corpse the ring if you have to take a break on your arduous journey from the Mystical Land of Mages to the supposedly-treacherous-but-mysteriously-easy-to-navigate Overthere Outpost.

If the problem is that you don't have Gather Shadows yet, then go get a few levels because you're just wasting everyone's time. Otherwise, learn how to use invis safely.

I've asked OOC and Overthere off and on for two nights. Red has a lot of asshole players that don't like to help other people, but none are as smarmy and condescending as the posters in this thread.

It's obviously a bug that you can't walk onto the boat and talk to him, I don't know why you guys are acting like it isn't. Also Gather Shadows is a level 8 spell, I have it, thanks. The quest is for level 20 players and I'm level 23.

if you have your charm, i think you can get the OT hammer by charming the hand in dude, and giving him a jade. after that, just OT hammer off something and BOOM you are at the worker AND you have an OT hammer

I cannot charm the Foreman as I believe he's level 50 (he cons red to me now), but that's actually a really smart way of getting onto the boat.
