Enchanter tash line

Enchanter tash line is supposed to be unresistable, but on 60 enchanter my tash is being resisted. Also dispelles are being resisted which are suppose to be unresistable

What mobs have been resisting your Tash? Is it always being resisted 100% of the time, or do subsequent casts eventually stick?
