Non-humanoids shouldnt be able to quad, that includes dragons in veeshans peak!
You shouldnt be able to give two weapons to X random non-humanoid mob and have it quad.
Is this fixable? VP dragons certainly shouldnt be able to wield the weapons they have on their loot tables, ala vox and nagafen.
Run into the duel-wielding ranger-rapier, grey suede boots wearing Hoshkar?

No I posted under another bug report showing a kill on live during this era where Hoshkar dropped 2 weapons and correctly was CLAWING not slashing or using the weapons.
I first noticed this when I was sonic bats on red dual wielding and proccing mage swords. Correction... it when I saw shaman pets doing it.

sorry I cant have 84 people on a single raid for vp dragons. cant do it like tmo!

Drachnids in DL have hands and I don't recall them dual wielding, same with spectres (on of my favorite NPCs Iknowrite). I don't remember Drolvargs being able to dual wield either.
"Has hands" is a good measure, but not the rule.
Then again, charm was MUCH LESS prevalent in live Kunark for grouping. It lasts way too long, way too reliably here on mobs of respectable level compared to the caster. Case and point (and in terms of resists) the plane of fear mobs getting charmed very reliably even before Kunark without oodles of CHA gear. This cannot be denied by someone of that era with a sound memory/understanding of charm mechanics.
That said, if this isn't fixed? Some of the TOV dragons are going to be a fucking nightmare..
As far as NPCs carrying a haste item? I do remember the frenzied ghoul being significantly harder when he had the sash. A good way to realize this is how mage muzzles effect pets as well.

I think it is fixed for shaman pets so ... I mean it shouldn't be too big a change? Don't have access tho to see if there's any difference :).

Shaman pets were fixed long ago to not be able to accept weapons. However other non-humanoid mobs are still dual weilding.

The dragons all might quad in Velious, but that might be an innate ability to be able to claw at your 4 times in a round of combat, rather than it being dictated by the loot table that they hold.
Currently you can find a dual weilding Hoshkar, for example, some weeks, and others he won't have weapons and does a lot less damage. You can see this also with Spiroc lord in Sky with his wingblades (but maybe hes a humanoid so its okay).

I mean some NPCs do dual wield that are humanoid, guards for example (esp Dark Elf ones) so that should be OK yes.
I guess the shaman pet fix is do not accept the item at all, not if you have it don't use it.

I'm not saying dragons shouldn't be able to quad across the board. I'm just saying I see the current dragons as being able to double attack and Hoshkar specificaly I see only double attacking (2 CLAW attacks) while he has 2 weapons on his loot table in the other thread.

With velious came innately quadding mobs, not all of them did quad but some sure did.
There was no non-humanoid quadding mobs in kunark.

i.e. they can quad maybe but they don't need weapons to do such and won't equip weapons they have.

We should, but in favor of keeping the "sides" balanced, we've tried to keep our guild/raids to a bare minimum in order to preserve some level of competition on a low pop server. Thus, its really important to implement classic mechanics here when raiding with 30 dudes on a box of maybe 150 (100~ concurrently) isn't always an option.
