Spell Effects/Inspecting

Hi folks! I'm hoping anyone around might be able to shed some light on a problem I'm having after a fresh install. I can no longer see any spell effects (yes i checked and particles are on) and I cannot inspect people but I do get the typical messages for blue/white/yellow/red con mobs. It seems like a problem with a certain file or two. Any help would be great, thanks!

Installed a new UI and can see spell effects again. Still can't inspect though.
