Milea Clothspinner, located in East Karana near the zoneline to Highpass Hold (loc -1741, -6043), does not give a reward when you deliver the note from Plagus to her, or even any dialogue. Also, she is not in her correct location - she normally is located at the very end of the long gorge on the east side of East Karana, but is currently standing on the cliff ramp leading up to Highpass Hold right in front of a guard tower containing three Karana Bandits (which makes it quite harrowing to approach her if you're not high enough level to handle the bandits). This may or may not have something to do with her not responding properly to the quest turn-in.
Plagus Ladeson, the quest giver located behind the Steel Warriors guildhall in West Freeport (loc -233, 77), also does not respond to all bracketed prompts, specifically [veteran] and [crave battle], which may or may not be related to this quest, as there currently does not seem to be any dialogue prompting you to ask him about Milea Clothspinner, thus triggering him giving you the note for this quest. He does still hand out the note as normal if asked, however.

Additional Notes: A forum-search turned up a topic detailing similar issues with the quest in the "Resolved" section of the forum with a post stating it had been fixed dating a little over two years ago. I am unsure if I should have posted this there or not, since it is both quite old and listed there as resolved when that no longer seems to be the case. If I should have posted there rather than making this thread, I do apologize. :)
