I found this posted on alla may 1 2000 under the wrist section. So obviously it was in the game at that time.

http://web.archive.org/web/20000511085510/http://everquest.allakhazam.com/

do a ctrl+f for scale and its there.

Shackle of Scale: AC 9. Wt. 0.5. Iksar Monk only. Obtained through an unknown Cabilis Quest.

I started Jan 13thish 2001, so after velious, and i did this on my monk before it was removed from the game which was during summer.

This link is for the quest.

From alla at that time.

None of the forum links seem to work but you can tell by the titles of the post that plenty of people have completed it by that time.

When you click the first link it doesnt take you to the page that the shackle is listed on. Scroll down to the bottom and click wrist slot under the date may 1 2000. Then Ctrl+F shackle of scale. You then click on the link Cabilis Quest to the right of the stats for the shackle and that takes you the quest in alla for the second link.

Edit: I was hoping to find something on shackle of steel but it isnt listed there so it seems it wasnt discovered yet. looks like rock was the highest at that point.

Edit2: May 9 2000: Click cabilis quests and you find this
"Monk Shackle of Scale: I have no idea how you get this, or what number shackle this is, but there is a quest somewhere that results in the Shackle of Scale. It is possible that this is the result of the Shackle of Rock quest."

Edit3: if you click the shackle of scale link listed on the page it brings up this image http://s17.postimage.org/ddgxdzvij/shackleofscale.jpg (http://postimage.org/image/ddgxdzvij/)

Edit4: Found that if you click next page on the cabilis quest link it would show the comments.

As usual, the only way to get any quest items while they are still usefull is to have your high level buddies do the quest for you. C'mon, a monk tough enough to take out venril sathir really wants a plain ac 9 bracer? Oh well, at least they are consistent...

For a nine AC bracer....you have to defeat a Gem Oracle (easy), kill the head bloodgill (very hard), and beat Venril Sathir (unbelievably hard). What a crappy quest.

What exactly are you trying to have changed?

Implementing Shackle of Scale in place of Shackle of Steel?

Implementing the "head bloodgill" and "skeleton key"? Gem of Yet to Come is already in game.

What do you mean "should be added until Velious is released"?

this was never in place of shackle of steel. this was in game in addition to shackle of steel. This quest should be added in game until a few months after velious.

First comment is in august 2001 saying that its no longer doable because the key was removed and the bloodgill stopped dropping the key.

I believe that this shackle was supposed to lead to tynn but the quests were revamped during luclin launch and steel to tynn was added. Scale and steel were always seperate lines. Shackle of steel was fixed at the beginning of velious while shackle of scale was still in game.

I was talking to the friend that introduced me to eq back in the day about this shackle and he reminded me that the shackle was removed because you didn't have to get the gem of yet to come and they rusty key from the bloodgill. All you had to do was get the skeleton key which people were doing at level 17 when monks got fd. The reasoning they gave was risk vs reward. Anyway that really doesn't change anything since the quest could be written here to make sure that the first one was complete with a flag. I'll see if I can find any actual quest text concerning the quest.

Would be cool to get this working, I've had the Gem of Yet to come in my bank for a long time hoping the quest would get fixed.

This was never a real quest, or if it was it was in beta and never made it live.

http://everquest.allakhazam.com/db/quest.html?quest=1608

This is the full version of what's been acquired by Allakhazam.

It was entered into the database on March 12, 2002.

The quest was introduced as an alternative line for an "epic like" item in the same way Greenmist was introduced.

The Shackle of Tynnonium replaced the Shackle of Scale and was added on to the end of the shackle progression.

So the Shackle of Steel was required to acquire the Shackle of Tynnonium, and the Shackle of Tynnonium was required to acquire the Whistling Fists.

The entire quest-line is contained within Kunark or earlier content. It would not be an issue to getting it implemented. At this point it's a question of "Is it classic."

I can understand the team wanting to make things as close to classic as possible, but including broken quests that got fixed? That's a whole other level of exact I didn't think needed to be done. :p

If this gets implemented at the same time as Greenmist, it would make the most sense, since both quests require the Stupendous Tome.

if it wasn't working during classic, kunark, or velious - we won't see it here

Further research done on the topic.

http://www.tski.co.jp/baldio/patch/20020213.html

"Made adjustments to the Whistling Fists quest."

So the Whistling Fists quest was in FOR SURE after luclin launched. Unsure how much before this date however. Still trying to research when things were added. (I still believe it got added around the same time as Greenmist, because of the Stupendous Tome being used in both)

Yeah. That's 2001. So sometime between 01-22-2001 and 02-13-2002 it was implemented.

And Luclin released December 2001.

As of 02-16-2002 there was a full step-by-step guide on how to complete the Whistling Fists. I know the monk community was tight back in the day... but are we saying that the shackle of tynnonium was discovered, completed, and posted, and then the same with the whistling fists in a two month period?

Side note: just scrap the whole of shackle of scale, fix the shackle of steel. (at the very least)

Think it stemmed from a wild story of someone doing it and it being a hoax? We've seen it before.

interesting you should say that:

This quest has been proven an hoax some time ago, or at least broken. Ask the monk community at www.monkly-business.com boards and you'll see that nobody has ever seen one in 2500+ users.

Very interesting indeed. ;)

Also, did the developers back in the day use "not implemented" and "broken" as synonyms?
