WR Quivers

Can anyone confirm that WR Quivers, Thunderhoof, Fleeting, etc., are actually taking effect on bow speed on this server? Saw something about it not being implemented until post Velious....

I have a Thunderhoof Quiver sitting on a Ranger alt for if/when it does take effect but it is not in yet. Right clicking it shows no WR :( but I'm ready for when it does ;)
