I have been killing in Kelethin and went from Threatening to Dubious within 2 days I would say. Not too bad. Now I want to go above dubiously so I can purchase from merchants. However, its been a week now, and it just wont raise no matter how many legions, slavers, and centurions I kill. Can you check if there is a bug with this? I'm worried its not going to raise and this will be a waste of time.

This is what I remember from classic, p1999 does have some specific issues with faction tables that will hopefully get sorted out.

Your modifiers might be such that you can never increase your reputation further. Classic cap was +/- 2000 I believe, and each of those modifiers can affect values in the hundreds. If you had -800 combined total from these, your max effective value would be 1200.

Reputation from kills can cap out at certain base values (and may not be giving the appropriate messages on p1999). So say mob kills from Crushbone stopped giving rep at +499 (Amiable) base, but your race/deity/class penalties were -600, you would not be able to increase effective rep from kills any more, and you'd be stuck at -101 (Dubiously). The only way to progress past some of these points is by quest turnins.

I had a troll in classic EQ, and I raised from Ready to Attack to Amiably. Plus it even says "Your reputation with blahblah has raised".

Can I still hail NPC's in kelethin and ask for quests at dubiously?

I looked up a few of the quests you can do to raise wood elf merchant faction and it looks like you can do some of them at dubious. So yes.

As for faction gains in Crushbone, I am sure you know that wont help you directly with the wood elf merchants. The faction gains are working though.

Kill the Emperor for a more hefty boost when he is up. Freeing the slaves in Crushbone while you are there will help you with your desire to shop in Gfay too.
