When did that start? Call me crazy but I remember not being able to cast regrowth/Natureskin on people who werent over a certain level. I remember certain other buffs being like this too, mainly C2. I remember having to mem the lower level skin like nature/Chloroplast when lower levels asked for buffs. Anyone else remember this or when that started?

Luckily that started post-Velious. I really can't stand artificial, arbitrary ways they came up with to lengthen your play time so you'd have to pay more $$$ basically. That, and recommended and required level on gear, even the no-trade tag is a little iffy.

Incorrect. Required level for buffs being cast on you was added at Kunark release.
Post-Velious was when you could get around it with group buffs

REQ/REC was a necessity given the mudflation. I'd sure hate to see what a level 1 would be doing with gear like this (http://everquest.allakhazam.com/db/item.html?item=100286).

But as for the question, that started post Luclin with some exceptions. Shit like Ranger buffs couldn't land on lower levels for some reason but the druid versions even at the same splell level and a better spell would land.
Late PoP or mabye it was GoD... they nerfed out that stuff so that you needed level 46 to receive buffs that had a spell level over 50.
If you played on Firiona Vie they had a similar system that you mention except it was special ruleset.

It wasn't something to worry about until after the MGB AAs were in the game, which is beyond the scope of this server.

Just wait until late June/Early July. Judging by the spell parser of the spells_us.txt file you patch every time you load into the game. There have been a few placeholder spells titled:
ToVRaidSpellXX
So I'm banking on an instance Temple of Veeshan raid preferably North brought up to level 95.

I promise you that single target buffs 51+ wouldn't land on chars under i think 46 starting with Kunark. I'll check it out sometime. People got around it with group buffs (which didn't do a target level check)

You definitely could NOT cast lvl 50+ buffs on anyone under level 46, beginning as soon as there were lvl 50+ spells (which was Kunark release). I remember because when Kunark came out I was only level 35, and was seriously bummed that I couldn't get any fancy new buffs cast on me by the 50+ crowd.

Frater Integritas :First let me say that the guide as presented is wonderful and is what originally enticed me to begin hunting in FV. Great job Bodi and Thanks for the info!
I have a few more things to add to what was presented to ensure that you have a fun and eventful time while hunting here.
The good thing about hunting in FV is that bandages and vendors are close by. I have been following a pattern of soloing until I need to dump coins and loot or buy bandages and then running into town. Even by dumping all my gp, sp, and cp and loading up on food, shurikens, and bandages I usually have 30-40pp left over from my loot to drop off at bank.
Now here is my added information. I started soloing here at 35 and I now base my visits to town on when my BUFFS are gone. The GREATEST thing about hunting FV is that there are always Shamen, Druids and Clerics hanging out at the bank when you go to town. They aren't adventuring so that don't care what they spend their mana on. Most are more than willing to unload a the gamut of the buffs at their disposal. And even better is that they are usually over level 50 and like top impress me with their amazing buffs. I had a lvl 51 Shaman load me up with 12 buffs this morning. All my stats were over 150 and some were at 170, plus you throw in chloroplast and alacrity and AC/HP buffs and I was able to fight non-stop! It got to the point that the only thing holding me back was my Stamina dropped too low"
Evidence suggests there were no level caps for buffing well past Velious.

Darn, looks like we'll only get to buff everyone up to +5 months after Velious release. Yet another artificial block in place to keep people grinding and spending their money. And they wonder why it all went to hell.

Not everything they nerfed was to 'keep us grinding'. Maybe they actually thought it was bad from a game perspective to have newbies uber buffed? Isn't that ( ie., overpowered players via gear and buffs ) one of the very things that ruined the game for most of us? I think this is a GOOD idea, one of the few they had from then on.

Not at all. Twinking was one of the most fun things you could do in Classic Everquest and it is one of the only games you could actually do it in. It slowed down greatly after Luclin with things like rec. and req. level items and buffs. Major bummer and many began to look for the next big thing. Because it is obviously meant to do just that, slow down leveling in order to keep you grinding away with the same old crappy gear, even though you have earned the right to make it a little easier and more fun, supposedly having been through it before, having earned the items in question. One of the worst things about WoW and the games that came after is easily the level-specific itemization, making everything a clone of the last thing you had. BO-ring!

You're ascribing motive to them when you cannot know for sure one way or the other. The only way we can judge it 10 years down the road is through the result. And it did indeed take away from the uniqueness and wonder that was EverQuest itemization.

I remember proudly wearing KEI on a L35 dwarven cleric... then it being overwritten by some L20's Breeze about 15 minutes later.

- Spell level limits now enforced - Some high level spells cannot be
cast on characters under a certain level. In the past a caster could
get around this level restriction when casting a group version of a
spell by targeting a higher level group member, and the spell would
take effect on the whole group, regardless of their level. That
loophole has been closed. We're sorry if you have grown accustomed to
the system working this way, but those level restrictions are important
to the integrity of lower level gameplay.
