Will P99 release code to eqemu community once server is dead?

Not a troll, serious question.

All games / servers eventually end for one reason or another. I know currently the devs won't release code for other developers to use but will this change as the population continues to decline on both red and blue?

They would wipe down the server for a fresh new start before that would ever happen anyway imo.
