Insis trimpet missing from Freeport bards guild

The npc insis trimpit is missing from the Freeport bards guild
She is listed as selling quite a few spells none of which are available on other bars vendors

Those spells are available on one of the other merchants. Make sure you check upstairs, through the door - that might even be her up there, I never looked at the name. I know I have Anthem de Arms and I never went to Qeynos.
