So, the wiki says this is in game for 29 SK, but Rushka Deklamoor (http://wiki.project1999.org/index.php/Rushka_Deklamoor) is nowhere to be found.

Was this added during Velious or is this Luclin content?

Velious vendor - he also sells the Tiny Companion pet only shrink spell which wasn't released before Velious
