The erudite vendor (enchanter pet spell guy) should sell to you? There's two that stand next to each other. Literally as you walk into the Keep itself, take a left turn through the first door you see and they're in there... one of them sells to evils.

Tarn Visilin? Something like that :)

go up lil stairs into keep
go through first room
go through hallway
take first left (usually there is a guard in this room durstin i believe)
go through door take a right and theres a eurudite merch whose on some weird indifferent faction

word of warning as former troll sk tho. if your too low to kill the guard on your own and hes up you cant cast (unless your shrunk) in the room with the merch so pretty much u gotta kill him is what I am saying u cant sneak around him

Is 35 a solid level to grind guards? Tryina get pp so I can lose some fine plate

Should be able to do the ground floor, and a bit of the next floor up... only problem you'll have is having to crouch through the tight corridors, its an outdoor zone (technically) so you can't shrink ;(

The second problem being that Highkeep's ZEM is completely busted atm.

I dunno, exp in there still seems quick at the goblins. Give the guards a try and see :)

I stopped killing guards at 34 because too many of them were light blue or green, and the exp was starting to suffer. If you just want cash, though, it's not bad.

Highkeep is certainly not giving an exp bonus currently.
