This is a quest, not a vendor recharge. There is no reason to believe it's not enabled on Red.

This is a quest, not a vendor recharge. There is no reason to believe it's not enabled on Red.I didn't go so far as to use the ring myself only to test recharging it, but I did speak to the quest npc and she responded to the keywords so I'm sure it works on Red.
