Feel like my time is being wasted ...Kith Orcs - Faction increase wrong or bugged?

I seem to remember on live the named orcs outside HHP in Kith Forest would yield 10 - 20 +Faction. I personally have been killing these on a level 20 Troll SK for 3 total levels on red server. I have yet to become Dubious. I have yielded well over 60 orc scalps. Which seem to drop on average 1- 7 kills average. Is this currently bugged? Or can dev/gm confirm the faction increase is above the other orcs in HHP like it it suppose to be? Also if my math is wrong, any anticipation when my faction would hit dubious. As I remember on live I would've hit dubious by at least 20 -22 , not 23. Just wondering...

Faction works by numbers and goes like this: (rough estimates)

Ally ------------------------------------- +2000
Amiably
Kindly
Warmly
Indifferently ---------------------------- 0
Apprehensive
Dubiously
Threateningly
Scowls at you, Ready to attack ----- -2000

And to do the turn in you have to be at least medium dubiously to captain ashlan, low dubioulsly will not work. To accomplish this you can:
a: sneak up behind him and turn in orc scalps.(makes you indifferent)
b. have an illusion potion (human) to increase faction. (moves you up 1 level. Example: KoS becomes threatengly)
c: have an enchanter along with you who can cast benevolence on capt. (+200 faction)
d: have a person with invis cast it upon you after you hand him orc scalps but before you hit give.

Any combination of these will work or if you want or you can just kill. (see below)

There are 3 ways to increase that faction to do this quest.
1. Kill orcs and gnolls in highpass to increase faction. (+1 to +5 faction)
2. Kill Named Gnolls in EK. (+20 faction)
3. Kill Named Orcs in Kithacoor.(+20 faction)

You need to convince me with research and tests that the named gnolls in EK and named orcs in Kithicor give more faction per kill then the orcs/gnolls in HHP.

That faction logic you have is actually Velious era. Need to research Kunark-era faction amounts.
