The normal everyday xp mobs that are able to cast fear are casting the wrong version of it.
On live, those mobs would use Fear II instead. http://lucy.allakhazam.com/spell.html?id=475&source=Live
The only mobs that I remember using the other kind of fear were either in the Plane of Fear (turmoil toads?) or casting Dragon Roar and not fear.
I checked the history in Lucy, but that was a dead end because its first entry date is the same as regular fear. Probably because that's when Lucy was made.
