These quests aren't classic. I imagine that is why he won't respond with anything in the follow up.

you sure? I remember doing some sort of newbie cloth quest for necromancers in qeynos. If not, where can I do some at?

Well the items you get from these quests look overpowered for the quests involved, as well as having recommended levels on them. Hence definitely not classic.

There definitely wasn't any newbie quests to get full sets of gear. Get some money and buy some cloth :p
