The melodious truncheon proc was made unresistable a while ago but now it's not working on certain mobs. Ashenbone drakes in hate resisted it every single time. I'm not sure if it's because the drakes are giant-sized or because they have 100% MR but either way it should be working.
Old bug report:

thanks!
edit: I tried on another giant-sized mob (Ixiblat) and it worked fine, so I'm guessing it's just on mobs that are flagged as 100% MR

So which takes precidence? A mob that is 100% immune to magic spells, or a Magic spell that is 100% unresistable? My brain hurts.
Knowing sony, it would be the former?
On a side note, this weapon was changed correctly with no question about it, however there was no discussion in the thread you linked showing when it was actually nerfed.
Do you have the date for that? Im assuming its the patch that made all stuns not work on mobs over lvl 55? Mind you, they not only included straight stuns in this patch/nerf anything that stop mobs from casting was changed. Which patch was that? Im pretty sure it was this patch that messed with the truncheon, but there could be a patch that focused more on this weapon.

Some mobs are flagged as unmezzable. Like Brinkman mentioned, the question is: Does the mob flag or spell data take precedence? I don't know the answer to that.

Are there any raid mobs that are flagged as "unmezzable" that would be affected by this? I can sleep at night if it's just trash mobs that I can't mez but if I can't mez Gore or Chardok King with this I'll be really sad!

I suppose another question could be raised with this issue, were these certain mobs that are unmezzable, always unmezzable?
Also, I think the main nerf to this weapon was the lvl limit, it seems that even now on live the proc is unresistable, it however has a lvl limit of 55.
I think intially the proc had no lvl limit ( and this is what they nerfed ), which is why you see all the old posts about how it worked on nearly everything. Gonna try to find out when the lvl restriction was added, and if anyone during that time mentioned if certain mobs it didnt work on.
Im a new daddy so i been slacking a bit ill see if I can find something out when i get the time.

It resists on Chardok King, which makes me sad.

I also don't think the memblur is working quite right for this. Just from some velious-era comments on the allakhazam page for this, it seems it should be a complete mem wipe, not just a slight aggro reducer like it seems to be:

The proc on this starts at 50, and it has to be one of the best procs around, it has saved many clerics and nukers in my groups, pulls the mob off of them automaticly, and clears them to heal and nuke again without danger of getting jumped on. I know many 55+ bards that wont trade this for anything, they may get better weapons to solo with but this will always be in there hand for groups.
Ok ive had this Weapon for more lvls then i care to count. Basical its a great weapon to use to KS other peopel with, if you can do the dmg after it procs. What it Does is Clears all agro, mezes target for about 18 seconds if the are not hit right after the proc.
Neat thing about the weapon is the graphic, so u look like your wielding a weapon and Playing a lute.
This weapon is in no way for crowd control, it is good for the stun and hate removeing effects. And this is a total "mem blur", after it wears off they walk away, i have tested it many times, after the proc stop attacking, (this takes some good timing) wait for it to wear off (takes about 9 seconds like most bard songs) then they just walk away, unless you are kos then you might want to get some distance =).

I believe you are correct here as well, I noticed a lot of posts like that. However i think the memblur affect on many mez spells should be much higher than they are here on p99, im not sure if they are going to fix it.
Just as an example, I think the necro mez screaming terror is listed as a 1% mem wipe and I recall it being a lot higher chance than that, and I dont think ive ever seen it mem wipe anything for me.
