Currently it checks to see if the mob is feared as soon as you press the Intimidation button
It's not supposed to work that way. The way it originally worked is it did a series of moves (animation only) which ended in a kick. It was at the kick part that the check was applied and the mob could be feared
Sorry i can't recall how long it was before the kick occured but it certianly wasn't instant.
I've seen quite a few people comment about this (instant fear) not being classic
(p.s. not seen it as i havn't played a rogue on here, but maybe instill doubt could have the same issue?)

I can at least testify that on my monk during live kunark era the effect would not take place until after the animation was complete ( after the kick ). Skill ups should also land right after the animation finishes

On Live, Instill Doubt/Intimidation (for all classes... MNK, ROG) should trigger after a few seconds (not instantly). I think there is a graphical "kick" motion that happens when the Fear was successful.
In summary: not an instant proc for Instill Doubt

Same kind of deal with arrows shot from a bow.. and i'd imagine thrown monk weapons.
I don't remember aggro being instantaneous when you clicked ranged attack.. I think you had to wait a sec or two for the arrow, throwing star , projectile to reach the target before it got aggro
Could just be I have a better internet connection these days tho.. who knows xD

Concur that it should not be immediate. You do a few animations and then either it would fail or succeed.

Range attacks are pretty instantaneous here.
Stuff should not aggro until the projectile reaches the target.
This is the way it currently is on EQMac (No aggro until it reaches target).

I knew i wasn't crazy lol
I remembered being able to get off 2 or 3 shots before having to engage with my weapons when soloing early on with ranger.
