Low HP agro not functioning anymore

Low health agro seems to be gone again. Tested with a few different mobs of various cons and it seems that even with someone down to 0% (5hp) the mobs still did not prefer him. Agro seems to be back to whoever has done the most damage.

working fine last night in Fear.

Puller1 died in firewall. Puller2 went to get him after pulling mobs into camp.

Puller2 got low hp and the mobs in camp he had pulled all beelined to the firewall.

Yeah, we had a situation like that in Hate yesterday too, but today, nothing.

Mobs below level 20 don't have low hp aggro anymore, if that's what you're noticing.
