However, I think too much of an xp bonus isn't going to provide a deterrent for people exploiting. If they can just poopsock another toon to 50 in a few days, there is no risk for them to cheat.

Provide a small xp bump and put a hard line against cheaters. Keep 'em banned from the game and the forums. Post their name/toon on a public list.
