Kwinn the Outlander and the frogloks in FV are supposed to be hostile towards each other. I remember when doing the shackle on live it was a pain to get him because the frogs would always get to him first so you had to sit on top of the hill where he roams and get to him before they could. Kwinn and the frogs currently are not aggressive towards each other.
