The Skull of Torture

This is normally a fairly long winded quest. At the moment, you get the reward by getting the skull drop from the icebone skeleton and hand it to the skeletal cook. From the top of my head, the skull droped is a container only.

Is there a certain date where this changed to allow for only the glowing skull turn in -> Skull of Torture?

Didn't find anything conclusive.
