Ban evasions..

This isn't a big deal to me either way, but is it possible to punish players for evading bans on the forums? I don't get why someone can get a forum ban and then just make a new account to continue posting. Maybe it might be a good idea if repeated offenses on the forums could affect their accounts in game, since there's no real way to deter someone from making new accounts.

Let me give you all an example. A while back my guild's recruitment thread was flooded by some really NSFW pictures of mutilated bodies, as well as some racist comments (like calling africans "savages", etc.). The person's forum account was banned and the next day they just made a new one. There was essentially no punishment for them.

This thread has nothing to do with over-moderation. I'm not PC or anything and I rarely call for someone to get banned from the forums. I think it should take a lot to receive a forum ban.

The adsense policies are to protect google from looking like they support hate groups, not to give moderators option under pretense of obligation to chase down every use of every slightly charged word imaginable, particularly not in specific subforums designed for ranting and flaming that can be opted out of. That does not constitute a hate group. Nor does anyone at google have any naive expectation that forum moderators should ban for or even delete randomly used insults.

Also I never said the moderators themselves should have the discretion to ban. I think in cases of repeat offenders, Nilbog and Rogean (and whoever else has the power to ban people in game... Amelinda? Not sure who else) should be willing to take action against these players in game, otherwise, forum bans are meaningless. Does anyone honestly disagree with this?

my first ban confirmed a grudge-perma-ban by uthgaard (done during his pre-departure tantrum) for offense not listed in the rules. Stretching flimsy justification beats banning for no reason whatsoever. The mods here are known faggots, but the people who mete out ingame justice are at least a bit more reserved.

There's no reason to change the current system. Ingame chat is fairly clean and vendetta deletion of characters is at a minimum. The forums are barren enough with enforcement as strict as it currently is.
