A few issues with him.
He spawns KOS and attacks. He should wait until his keyphrase is said or he is attacked.

The Presence will despawn and a Human monk named Gwan appears in his place. Telling him 'I am prepared' causes him to attack (or do it the old fashioned way by engaging him first).
He's wearing leather, instead of shiverback. Images:

He currently just walks away at low health (10-15% or so). He's supposed to enrage, and currently he doesn't.

like other mobs of this level, enrages.
He's also currently yelling out the name of the last person that killed him, instead of his current target. That could be related to why he immediately attacks.
I don't know if this last one you guys can fix - but he currently runs under the island, and won't be pulled into the windmill. The strat on live was to always pull him into the windmill. Without being able to do that, adding enrage in will make the encounter a little more difficult than it's supposed to be (because currently you have to fight him outside, and since he procs a knockback, noone can attack from behind).

When Gwan spawns make sure your puller walks him into the windmill.

It is best to give the scale to a presence, causing Gwan to spawn, then pull Gwan into the windmill and kill him
